Foreign Office to India Office.
Foreign Office, July 24, 1907. WITH reference to the letter from this Office of the 14th ultimo, I am directed by Secretary Sir Edward Grey to transmit to you herewith, to be laid before the Secretary of State for India, a copy of a despatch from the Acting Governor of Hong Kong to the Secretary of State for the Colonies,* regarding the abolition of opium smoking in China, which has been communicated to this Department by the Colonial Office.
I am to state that Sir E. Grey will be glad to be furnished with any observations which Mr. Secretary Morley may have to make upon Mr. May's despatch.
A request has been made that a copy of this despatch may be furnished to His Majesty's Minister at Peking direct from Hong Kong, and Sir J. Jordan has been instructed by telegraph on receipt of the despatch to state his recommendations as to the measures to be taken at Hong Kong.
I am to add that Mr. May's suggestion that His Majesty's Government should make conditions as to railways or currency does not commend itself to Sir E. Grey.
